.... a town of 59,000 people, located just below the Arctic Circle in Russia, there can't be a lot to do. Especially during those very long Russian winters.
Its a Soviet style Stalinist concrete town, established with prisoners and exiled forced labour from other regions in Russia in 1935, as a mining location for apatite, the raw mineral used in the production of phosphorus mineral fertilizers. A grim looking place, that's probably enhanced by the snow covering it for five months a year.

So in January 2018, a man, either driven mad by cabin fever, or more probably a raging thirst, stole a tank (which thankfully had been stripped of its weapons), from a military motor training ground. Then driving it on a wild (if apparently rather slow) joyride through the forest (is there anything else but forest that far north?), into the town. However he struggled, when attempting to do a three-point turn in a narrow street, and after first hitting a parked car, he then rammed the stolen vehicle into a supermarket window, and crushed another parked car.
Not finished or satisfied, he then climbed through the shops damaged frontage, and stole a bottle of wine, which he tried to drink before the police arrived. Witnesses from within the store and later the police, said that the man appeared to be drunk .... duh .. You don't say!
